There are several tools available in the market, most are open source freeware as well. when it comes to formatting disk there are two kinds
Low level and High level.
the cmd command prompt "format" and several easy fat utilities are low level formats cnad changes onlt the FAT tabe( Fat table is like index of a book) FAT table tells the drive which data is placed where and so on.
format command recreated FAT( File allocation Table) . In case some one has used format command there are stillw ays to recover your data with conditions aply. I have done that, I had used Symatec data recovery which recovered around 99% data from a fromatted disk.
If a Disk is low lvele formatted YOU CAN't Recover good amount of data. a low leve is something like going to factory defaults.
for easy formatting you can use Tokiwa formatter, PArtition wizard, HP/EMC2 Disk partitioner
