I have been to puri beach twice, Puri is well connected through train and bus route, nearest airport is Bhubaneswar. During my first visit I was on a family tour to konark and Puri, for that we booked a Toyota car for INR 3500/- from Bhubaneswar. There are enough hotels in Puri ranging from 500 to 3000 rs per day, so if you are planning to stay there you can book a room according to your budget.
After reaching Puri we decided first to take bath at Puri beach and then visit Lord Jagannath's abode. When we reached at the beach it was crowded, local vendors were selling different things there, people were eating and throwing litters everywhere, in short it was dirty but anyway everyone of us agreed to bathe there. Beach is steep and waves are rough so be careful.
Then came the problem "where should we change our clothes?" But luckily we found a public bathroom nearby, we went there but it was not maintained, was very dirty and also Stinky. You will find enough eateries on the other side of the road so no need to worry about it. So if you are planning to visit Puri beach do consider above mentioned things.
