The concept of this application is very similar to all the mobile wallets out there( infact one of the first), it is an application where you can load money and then use that money to pay to different paytm user, buy things, pay bills and tax. They have a banking license from RBI which creates a trust in them.
Layout and design of this application is complete mess, be it paying the bill, reacharging the wallet, view passbook for everything you need to make a lot of clicks and entry. Overall I do not feel it is the best layout but it somehow works for them.
This application is rich in feature and functionality. It provide most of the feature then any of its rivals provide, plus a lot more features. You can pay bills, fees, tax, insurance premium, pay/receive payment to other paytm users. There is whole lot eCommerce offering from this application.
This is useful for range of users, be it merchants for payment. Be it regular users for bill payment and shoping. Every one has some thing for them in this. But I would suggest you to check the transaction cost of paytm before cash out your amount in bank account.
