I have just changed the answer to "* Would you recommend "ND Developers - Bangalore" to a friend?" to a "YES". And here's why... (I know I have given a pretty terse review, earlier, opinions change you see :-) )
I have gone through their legal paper work and it seems OK
they have increased the per qft price for their units, that tells that the product is finally finding favours among potential buyers -- and they do their research too, like I do
Sobha and Prestige have launched two new projects on HR and the pricing is exorbitant (4800+ for Prestige Ferns Res., and round abouts for Sobha's)
Having a look at the overall quality of their work, I feel that for each Rupee paid psft you get better returns with up and coming builders rather than the big ones
Purvankara, the adjacent project called skywood is still lingering and would linger on for some time to come
Based on multiple parameters like overall appreciation potential, quality, location and feasibility of the project I have changed my opinion about the project
I have been getting a number of private emails asking my opinion about the project and whether they should go ahead with the booking or not. so I decided to write a public one for benefit of all.
One thing, the longer you keep waiting, the higher the price you will pay for the units, developers have deep pockets, so if you have decided on a unit, go ahead, too much research kills the fun :-)
May be now I can think of booking one unit there if they offer me the pre-June pricing ;-) ;-)

ND Developers don't seem to have any ambition whatsoever to make big strides in the higher real estate echelons, they are pretty happy doing small-time projects and disappointing unsuspecting customers. Sepal and Oliva owners have some truth in what they've uttered so far - I'm baffled to see no more reviews for a long time from these owners, guess they've learned to live with misery and thereby made their peace.
They have recently launched their 'flagship' project Passion Elite, promising the moon, have to say that the floor plans are impressive, but it looks like they haven't yet got the required permits and grants from the sanctioning authorities.
As the attention diversion tactic, they recently held a grand opening ceremony with the minister of state for prisons as a chief guest too, this kind of gives the so-called credibility to the project, while they get the time to put their books in order.
Overall, this is a dicey project, with good potential if completed as per promise. You can book it keeping in mind the travails and tribulations that come as part of the package that's dealing with utterly unprofessional ND Developers.
