Well, after having tried almost EVERY Cellular operator in this country, in almost 12 different circles, I decided to review IDEA (MP & CHATTISGARH), **an operator whose network services I have used over the past 2 years.
I got myself an Idea Cellular Post-paid connection in May 2006, while I was stationed at Gwalior. This was on the advice of a friend, who told me about their new 'plan' (scheme) :-
I had to pay a monthly rental of INR 500.00 - of which I got INR 500.00 worth of free calls, as the company likes to call them.
SMS charges were just INR 0.25 per SMS (all over the country), which made it really easy to keep messaging all my friends.
Call rates of INR 1.00 per call (all over india), and INR 0.50 per call in the circle, were really attractive.
Customer Care: Well, to put it lightly, it sucks. The executives (engineers, as they call themselves) are UTTERLY CLUELESS and aren't really interested in helping you out.
Billing is good - I am yet to come across an error in their bills.
Overall, yes I would recommend an Idea Cellular (MP) connection for all LONG TIME users. As for the SHORT TERM users, hmm. I'd say it's better to get yourselves an AirTel Prepaid (the GPRS is easier to activate).
