I am using BSNL EVDO from past 6 months for my home desktop in Bangalore. As BSNL claims it provides speed up to maximum of 2.4 Mbps I am
getting only avg 150kbps - 350 kbps during day night time. The speed what you get in BSNL EVDO is not constant speed and it is continuously varying(144kbps.40kbps.60kbps.190kbps.2kbps).
Below are the points you need to know before purchase:
Reason for low speed:
No evdo coverage
Signals are weak
More Number of users is connected in that particular area(during initial months I used to get avg 800kbps - 1mbps of speed which is now reduced to avg 150kbps.looks like there are now more users in my EVDO coverage area!)
Distance from the BSNL Tower
Current BSNL EVDO tariff:
On purchase of EVDO card= 3500+ 650(Monthly charge)
On rental of EVDO card= 1000(security)+ 650(Monthly charge)+ 200(rental)
Taxes, as applicable, will be extra
Advantages:
Unlimited internet access and downloads

EVDO offers backward compatibility, you can access a CDMA 1x network with EVDO Device
Price is much less compared to any other current internet wireless providers
Roaming facility is available

Unlike other providers, BSNL provides devices on rental. If you are not satisfied, you can return the device. If u have purchased the device, then you cant return the device.
Disadvantages:

Continuous variations in speed
Need to be close to EVDO enabled BSNL tower(< 5km) to get good speed
