I was terminated from CSC in the year 2018, still not received my work experience letters?

Indian labor laws are very clear and very helpful. you should understand the laws and after try to use it to the best of your advantage. Sometimes Line manager told the HR not to issue relieving letter without approval of line manager. First step for you would be to escalate the matter within the company by mail and even go to the extent of the CEO. You have other legal courses also. you can also file a civil complaint under the section of labor laws.
