Why did Elizabeth, as head of the church, not annul Sir Robert Dudley’s first marriage and then marry him herself?

Robert Dudley was already married. Elizabeth was only waiting for her to die to marry Robert. In September 1560 Amy was found dead with a broken neck. Dudley was almost certainly innocent. He was technically free to marry Elizabeth. Dudley didn’t give up hope of wedding her. In last Elizabeth was called as Virgin Queen because of her refusal to marry.
