Poor constrution management

I have booked a 2BHK Flat in 2017 and 15% of money have already paid. Still no major cinstructions happened. Then I have applied for the refund of the amount in May, 2019 but no refund initiated yet. I got a call recently that they have got hira registration in hand and the construction started again. They are telling to reconsider the cancellation decission.
