Not promising builder, Project delayed by 4 years

The project is running 4 years late , tower 1 still not completed after 2016 starting of project as they suppose give possession in Dec 2019 itself. They always have hardly 10 labour working. Amenities like community hall n swimming pool not even started construction. Whoever gonna live there have to bear construction noise for next 4 years for tower 2. Reaching out to management is difficult since they are based out in pune. Only sales people are there at site. Who give false commitment.
