Builder Extorting Money in cash for possession

I bought 1 BHK flat in Auric city homes Faridabad sector-82 village bathola. Flat are ready and builder has received OC from authorities. He is asking me to pay around 1 Lac in cash to get the possession. I inquired with residents staying there also. Those who are paying money to builder in cash, builder is giving possession to those only. After repeated phone call and e-mail I got official possession letter from builder. In possession letter there are 0 dues.

I am planning to file complain against builder. If anyboby facing same issue. Can contact on my email- ID.
