Builder: a biggggg cheat

After having hectic life as senior parliamentary officer in Delhi, I decided to settle at a calm and quite place in Jaipur. After reviewing various options, I purchased a flat in Apeksha Atelier. Main considerations were a few flats, nice garden, open area, kids play area, good layout of flats, etc.
I really felt cheated after moving in, as hardly any promised amenities are visible here.
Later I came to know that the area which was projected as garden, has been allocated as parking.a real shock to me.
Any multistorey project has two major aspects.1) construction 2) maitenance of building and facilities provided. Later is more important.
A swimming pool has been provided but one cannot imagine to enter in it because water is so dirty and is kept without any maintenance.
In the gym hardly any equipment is being maintained. Infact nobody knows who is responsible for their maitenance.
The building has already developed the cracks. Poor maintenance is now visible in open areas also.
I individually and later as a group of residents tried my best to influence builder to improve the maintenance but all in vain.
Even security is in question? I have already lost my computer printer and a few other items kept in the corridor outside my flat. Later, when reported builder and the agency appointed by them took this very casually. Instead of taking any action, they adviced residents to not to keep anything outside the flats. This means even shoes and umbrellas should be kept inside the flats.
The builder had promised luxurious flats but even for fixing the fans and tubelights I was asked to make the payment. It was almost in a threatening way I was asked to make the payment.
