Before I begin let me make it clear that I am not an alumni of IITK, but was selected for their summer school 2000.
Summer school is a part of their cs dept.and is managed by their proffs. and Post grad students. It is conducted during the summer break, between may 15 to july 10.
They conduct courses on core computer subjects like operating system, computer networks, Large circuit testing and programming languages like c++, java etc. Their faculty members includes who's who of computer field...Prof Dhiraj Sanghi, a member of IPv6 Board, taught computer networks last year! Their post grad usually handle the practicals and tutorials. They teach from basics to advance depending upon the students response..very flexible. The emphasis is more on analysis and programming.
The courseware is competent and is well balanced by practicals. The course duration is 1 month and a student can opt for 2 courses at a time...but I will advice against it as it gets very tedious. If you want to do more than 1 course than better stay the next month and do it. This also gives you more time to explore IITK,which, believe me is a world in it's own!....huge campus, a class library, they have all science and engg journals and review papers that are published after 1970!!! You can also cool-off at their cool pools and various students' clubs. If you stay, better opt for hostels. It will be an experience of a life time. Good facilities, net,canteen, music room, table tennis hall, reading room, TV room, play grounds....
You can apply through your college or personally ( http://www.iitk.ac.in)somewhere around mid march. They have few pre requisites for selection depending on the course you choose. The course fees is around Rs 5000/.
