GERA Threatens to Abandon Project 'Astoria' at Goa

This builder(GDPL) has failed their customers of Gera's Astoria(Goa) in all their core values of'Trust', 'Customer First', 'Quality' and'Innovation'.
They built a 224 apartment complex and managed to get Occupancy Certificate in 2012(in collusion with authorities) without connecting a storm water drain, which was in total violation of regulations. Then they concealed this fact from purchasers.
Our basement got flooded in the heavy Goa rains and water entered lift wells in 2014. Finally, the owners had to approach the High Court in a Writ Petition to issue favourable directions. They were not willing to act in the interest of their customers from 2012 - 2015, having got the OC through fraudulent means and to protect their vested interests in other projects in Goa.
They have flouted the agreement of sale on many counts. They decided to form a'co-operative housing maintenance society'(exclusive to Goa) and are now stuck since most owners have not signed the sale deed(51% required) since they feel a'co-operative housing society', where land and buildings can be transferred to the Society as per our agreement(no sale deeds needed) should have been formed.
Many purchasers have got together, formed an e-group, got transparency on accounts, instituted an Ad-Hoc Committee and now we are actively fighting for our rights. We have approx 32 lakhs disputed in maintenance funds and there is also arrears of 37 lakhs from purchasers.
Gera has now threatened to walk out of'Astoria',  abandoning management(maintenance, security, services, etc.) with effect from 31/08/2015 without forming a registered society and putting elected office bearers in place. This will be tantamount to criminal negligence and breach of trust. They have not responded to resolution and e-mails from owners.
With this builder, taking legal action seems to be the only way ahead.
