Visiting Chennai( or for that matter anywhere in the TamilNadu) without a car is no fun. I justify it with four main reason.
The public transportation is crowded
Most of Public Transportation is doesn't have air condition.
The climate in South India is always hot and without a/c your brain will melt through ears.
Nowadays there is plenty of nice to rent for cheap rate.
