I have been using ACT Broaband since August 2012, the only negative experience I had with them was during the initial setup days, they took their own sweet time to come to our premises to install the box. Never pay them in advance :)
After they had installed the box and net connection was up , though it has been a pleasant trip. The speed is consistent , zippy fast as promised and the only time it was down, the engineer/technician had come over the next day and fixed it for us.
Currently I am on Rs1520/-10Mbps - FUP - 75 GB , 2 Mbps post FUP Plan which I think is no more available, but this plan is a gem of a plan. See if you can get your hands on it.
I would definitely recommend giving ACT broad band a try.Here's a screenshot from SpeedTest.net
